Despite huge negative and recent public sentiment about the rash of high bills from the local water authority - the WTCPUA - there was nobody left in the audience when Bee Cave City Council came to discuss the subject.

The WTCPUA Ganeral Manager submitted a long memorandum to the Council and it is copied here for your interest.
