A local group is spreading the word about the dangers to local water supplies they believe to be inherent of the new HB 4038 and have built an online petition.

The Petition intro reads "Because House Bill 4038 creates a Groundwater Conservation District that unaccountably excludes the cities and ETJs of Western Travis County, and because this GCD will not have even minimal taxing authority, we the undersigned residents of western Travis County who rely on groundwater for sustenance, oppose HB 4038.  The proposed GCD will confer upon the cities a perpetual and unlimited right to mine groundwater on a large scale for irrigation or to deal with population growth.  We believe a hollowed out, under-funded GCD will not adequately protect the Trinity Aquifer or existing well owners in our community."
